The safety eyes are supplied per set: 2x eyes and 2x fixe shields of the eyes.

Safety eyes are not suitable for children under 3 years of age. Although the eyes are of high quality and under strict control, parent supervision is desirable. The eyes may come loose and there is a risk of swallowing or suffocation.
